RESUMO

BACKGROUNDS: Restrictions in movement and closure of borders imposed by the Sars-Cov- 2 worldwide pandemic have affected the global illicit drug market, including cocaine trafficking. In this scenario, comparing cutting agents added to the cocaine and the drug purity are valuable strategies to understand how the drug trade has been impacted by the pandemic. METHODS: In this work, 204 cocaine salt materials seized in the Brazilian Federal District, before (2019) and during COVID-19 pandemics (2020) were analyzed by two analytical techniques: gas chromatography-mass spectrometry (GC-MS) and Fourier-transform infrared spectroscopy (FTIR). Statistical analyses, including Principal Component Analysis (PCA), were applied to evaluate the COVID-19 pandemic impact in the local market. Bibliometric analysis was performed as a forensic intelligence tool. RESULTS: From 2019-2020, cocaine average purity decreased 26 % while the frequency of cutting agents, as caffeine and anesthetics (lidocaine, tetracaine) increased. The high percentage of unknown were increased. Different cocaine profiling seized in 2020 showed new cutting agents, such as Irganox 1076, and Irgafos 168, indicating a trend on new adulterants/diluents introduced in the local market to mitigate the local drug shortage. Also in 2020, there was an increase in the local cocaine seizures, despite of the cocaine drug purity decreased by 26 % compared to 2019. CONCLUSIONS: Taken together, these data showed that the covid-19 pandemics has impacted cocaine trafficking in the Brazilian Federal District, an increase in cocaine seizures, which may indicate greater demand for the drug and, specially, changes in the cocaine purity and cutting agents profiling showing how traffickers tried to minimize difficulties in crossing the Brazilian border during COVID-19 restrictions. The information is relevant since Brazil is one of the major departure points for traded cocaine to the world. Bibliometric analysis showed that Irgafos 168 and Irganox 1076 were consistently identified as cocaine cutting agents for the first time.

RESUMO

The increasing use of plant evidence in forensic investigations gave rise to a powerful new discipline - Forensic Botany - that analyses micro- or macroscopic plant materials, such as the totality or fragments of an organ (i.e., leaves, stems, seeds, fruits, roots) and tissue (i.e., pollen grains, spores, fibers, cork) or its chemical composition (i. e., secondary metabolites, isotopes, DNA, starch grains). Forensic botanists frequently use microscopy, chemical analysis, and botanical expertise to identify and interpret evidence crucial to solving civil and criminal issues, collaborating in enforcing laws or regulations, and ensuring public health safeguards. The present work comprehensively examines the current state and future potential of Forensic Botany. The first section conveys the critical steps of plant evidence collection, documentation, and preservation, emphasizing the importance of these initial steps in maintaining the integrity of the items. It explores the different molecular analyses, covering the identification of plant species and varieties or cultivars, and discusses the limitations and challenges of these techniques in forensics. The subsequent section covers the diversity of Forensic Botany approaches, examining how plant evidence exposes food and pharmaceutical frauds, uncovers insufficient or erroneous labeling, traces illegal drug trafficking routes, and combats the illegal collection or trade of protected species and derivatives. National and global security issues, including the implications of biological warfare, bioterrorism, and biocrime are addressed, and a review of the contributions of plant evidence in crime scene investigations is provided, synthesizing a comprehensive overview of the diverse facets of Forensic Botany.

RESUMO

INTRODUCTION: Body packing is one of the most common methods used in the transboundary trafficking of illicit drugs. These drugs are packaged in capsules and taken orally or inserted into the rectum or vagina. Its diagnosis is, therefore, difficult. Methods like x-ray, ultrasonography, and computed tomography (CT) are usually used to diagnose body packers. This study aimed to evaluate the diagnostic power and feasibility of ultrasonography as a diagnostic tool in patients who have a suspicion of being body packers. METHODS: This study is designed as a prospective and single-centered case-control study in the emergency department of a training and research hospital. Cases admitted to the emergency department with suspicion of being a body packer were included in the study. The data obtained was recorded on the study form. p < 0.05 was accepted as statistically significant. RESULTS: One hundred and one patients were included in the study; 76.2% (n = 77) were male. Packages were detected in 56.5% (n = 57) of the cases. Ultrasonography was found to be significantly useful in evaluating the presence of intra-abdominal packages. Ultrasonography had 92.4% sensitivity and 97.8% specificity in evaluating the presence of packs. CONCLUSION: CT is frequently used to diagnose patients admitted to the emergency departments with suspected body packing. In our study, ultrasonography is an advantageous imaging method, given its success rate, radiation-free nature, and low cost. We have found ultrasonography to be a successful imaging modality in examining patients suspected of being body packers for the presence of packs, and it can replace CT in clinics.

RESUMO

In principle, new psychoactive substances (NPSs) are produced to circumvent drug regulations. However, the mixed success of regulatory efforts suggests that the dynamics of marketing is incompletely understood. To address this issue, we conducted a comprehensive study on the marketing of all synthetic cannabinoids and cathinones present in Hungary over ten years. Market evaluation was based on drug seizure data and chemical analyses provided by the Hungarian Institute for Forensic Sciences. Over ten years, 18 synthetic cannabinoids and 11 cathinones were identified. Total seizure counts were 22,906 and 10,273, respectively. When new synthetic cannabinoids emerged, seizures increased exponentially, but rapidly declined after their banning. In parallel, new synthetic cannabinoids emerged on the market. The systematic monitoring of local legislation allowed large sales between market introduction and legal control. Cathinones were also marketed in successive waves, but trading intensity was not associated with local regulations. Sales remained low throughout, likely because the risks involved by the temporal mismatch between marketing and legal control. One can hypothesize that marketing was driven by general trends in EU regulations or by measures taken by large countries. Our findings imply the existence of two different strategies for NPS marketing. The choice between the two may depend on multiple factors from the availability of skills required by rapid marketing adjustments to cost/benefit evaluations for various market segments. Studying NPS market strategies in neighboring and distant EU countries may help analyzing and predicting market events.

RESUMO

The process of illicit drug trafficking on darknet markets is highly affected by various trust factors. Although the factors potentially affecting customers' risk perception can be identified based on previous research, cyber criminology has not produced empirical research ranking the importance of the specific factors. This study was designed to fill this gap by developing a tool that measures the importance of the various trust factors. To test out the measurement tool, a large-scale survey with projective situational questions was conducted among university students in Hungary. The sample (n = 5481) was compiled to include potential darknet market customers, respondents with above-average computer skills needed to access the darknet, and taking into account that university students are a group of society particularly exposed to drug consumption. The end product of this research is a trust matrix ranking the factors affecting illicit drug purchases on darknet markets. Among the factors, the survey's target group ranked reliable and undamaged delivery of goods and the reliability of vendors as the most important. The measurement tool developed in this research will facilitate further criminological research on vendor reputation. Its findings also point to the need for further research on delivery providers and predict that influencing the delivery-related risk perception of potential customers could effectively reduce demand.

RESUMO

OBJECTIVES: The consumption, sales, and output of tobacco products each suggest different areas of intervention for tobacco control. In the era of the tobacco endgame, as increasingly stronger supply-side measures are implemented, multifaceted indicators that assess both supply and/or demand are required. We aimed to estimate the consumption of cigarette and heated tobacco products (HTPs) and sought agreement between the various indicators. METHODS: The annual cigarette and HTP consumption in 2014-2020 was calculated using the frequency and intensity of cigarette use from representative surveys of adults and adolescents by sex and age. Sales and output data were acquired from governmental sources. Spearman correlation coefficients and Bland-Altman plots were used to compare the indicators. RESULTS: Tobacco output, cigarette sales, and cigarette consumption were greatest in 2014. The HTP consumption calculated for 2020 was 292.28 million packs. Cigarette consumption and sales correlated significantly, as did tobacco output and tobacco sales. A Bland-Altman plot comparing the difference between cigarette consumption and sales showed that this difference was largest in 2014, immediately before cigarette prices increased. With the exception of a single year, all cigarette consumption values were within the limits of agreement for cigarette sales and tobacco output. CONCLUSIONS: Our analyses showed agreement between demand-side (tobacco consumption) and supply-side (sales and output) indicators. We recommend using all indicators to monitor the impacts of tobacco control on both demand and supply sides. The systematic use of various indicators is critical to achieve the end of the tobacco epidemic.

RESUMO

BACKGROUND: Drug prohibition has been associated with increased risk of overdose. However, drug prohibition remains the dominant drug policy, including in Canada with the Controlled Drugs and Substances Act. In 2017, the Good Samaritan Drug Overdose Act (GSDOA) was enacted, to encourage people to contact emergency medical services by providing bystanders at the scene of an overdose with legal protection for simple possession and conditions related to simple possession. METHODS: We conducted an evaluation of the GSDOA in British Columbia, Canada that included one-on-one interviews with people who use illicit drugs (PWUD), to determine peoples' experiences and perceptions surrounding this form of decriminalization. We present findings from a thematic analysis of 37 interviews. RESULTS: We identified limitations of the GSDOA at overdose events; key themes and concerns causing PWUD to hesitate to or avoid contacting emergency medical services included drug confiscation, the thin line between simple possession and drug trafficking, and enforcement of other charges and court ordered conditions that are not legally protected by the GSDOA. Moreover, participants discussed the GSDOA as inequitable; benefiting some while excluding PWUD with intersecting marginalized identities. CONCLUSION: Our findings are pertinent in light of many jurisdictions across the world considering dejure decriminalization, including BC and Vancouver. The GSDOA and associated limitations that emerged in our evaluation can serve to guide jurisdictions implementing or amending dejure decriminalization policies.

RESUMO

The mouth plays an important role in the self-representation and its damage threatens psychological integrity and self-perception. There is literature that reports the mouth as an intentional source of harm in different contexts of violence and torture. Mutilations in drug trafficking contexts (as "corpse messaging") have been recommended as necessary for evaluation and analysis in medicolegal environment as they can guide investigations, even favoring the identification of the criminal group involved. A scoping review focused on lesions and oral signs configuring oral corpse messaging in victims of drug trafficking was carried out, which identified six patterns: a) genitals stuffed in the mouth; b) finger stuffed in mouth; c) 'Colombian necktie'; d) cutting out the tongue; e) the mouth is taped shut; and f) badges stuffed into the mouths. The meanings attributed to each of these oral corpse messaging, their historical contexts, and their diagnostic value in the drug trafficking scene in Latin America are discussed. The role that the forensic dentist can play during the medicolegal autopsy is also discussed.

This paper examines the scope of health promotion within the Colombian political scenario in the light of the guidelines set forth in the Ottawa Charter of 1986. It also addresses the political nature of the health promotion strategy in the context of public health, healthy public policies, and the concepts of politics, power, and political power. All of this takes into account the prerequisites or conditions for health defined in the Ottawa Charter, which are peace, education, shelter, food, income, a stable ecosystem, social justice, and equity, as well as five action means, namely, the formulation of healthy public policies, the creation of supportive environments, the strengthening of community action, the development of personal skills, and the reorientation of health services. At the national level, we present the regulation of decentralization, the 1991 Constitution, the 1993 health sector reform and its associated transitions, changes in the economic model, war, violence, drug trafficking, poverty, inequity, and territorial inequalities as forces that have influenced the political aspect of health promotion in Colombia since its adoption in 1992. On the international level, the impact of globalization, the neoliberal tendency, the recommendations of the World Health Organization (WHO), and the conceptual and operational changes of the concepts of Health Promotion and Primary Health Care are described.

RESUMO

This article presents the results of an exploratory study aimed to analyze the contexts in which the use of Non-Traditional ports of cocaine departure and counter-intuitive routes is prioritized, based on the experience of Argentina, Chile, and Uruguay. Moreover, we show that criminal organizations prioritize the Ports of Buenos Aires, San Antonio and Montevideo, and the counter-intuitive routes that lead to them, because they are spaces that generate incentives linked to the porosity of borders, the lack of control at the ports, and the possibility of exploiting the country's lack of reputation for drug exportation to re-export cocaine undetected. This study constitutes a precedent for future research on the role of South American Southern Cone ports in cocaine trafficking. We can identify at least four emerging lines of research: 1. Cocaine trafficking from landlocked countries; 2. The role of the waterway Paraná-Paraguay; 3. The link between Non-Traditional ports of cocaine departure and new markets; and 4. Other Non-Traditional Ports of cocaine departure, which are not containerized.

RESUMO

Drug trafficking through concealment has always been a method of choice for drug traffickers all around the world. This case shares a new trend in the smuggling of illicit drugs by applying a coating of drug and polymer mixture on fabric. A white fabric sample was submitted by a law enforcement agency to detect the presence of any explosive material on its surface. Later on it was also tested for illicit drugs. Stereomicroscope and Scanning Electron Microscope/Energy Dispersive X-ray Detector (SEM/EDX) were applied for microscopic examination. Acetone extract of the sample was analyzed for explosives by explosive detection kit, Gas Chromatography Mass Spectrometry (GCMS), and Fourier Transform Infrared Spectroscopy (FTIR). The routine method involving methanol as solvent was used to check heroin presence. Methanol extract of the sample was analyzed by Mecke test and GCMS. Stereomicroscope and SEM/EDX revealed the presence of some unusual coating on one side of fabric. No explosive material was detected; instead GCMS (method 1) confirmed the presence of heroin (mass fragments 268, 310, 327, and 369 m/z) and FTIR spectrum revealed presence of a polymeric material (dyneema). No drug was identified by GCMS (method 2). Method 2 was modified by replacing methanol with acetone and including an additional step of sonication for 30 min. Acetone extract showed green color with Mecke reagent and a strong signal of heroin on GCMS. This modified extraction method acted well to unbind the coated material from the fabric and to disentangle the drug from the polymer.

RESUMO

Cocaine is one of the most widely used illicit drugs worldwide. Cocaine powders seized by the Police may contain numerous other substances besides the drug itself. These can be impurities originating from the coca plant or the production process, or be purposely added to the drug formulation as adulterants and cutting agents. In forensic laboratories, identification of cocaine is routinely done through GC-MS analysis, but other components are often ignored even if the method allows for their detection. Yet, they can provide valuable insight into the history of a seizure and its potential connection to other samples. To explore this idea, an extensive review of common impurities and adulterants encountered in cocaine is presented. Based on their incidence, concentration in the end product and compatibility with GC-MS methods, their overall usefulness as candidates for the statistical investigation of existing forensic data is evaluated. The impurities cis- and trans-cinnamoylcocaine, tropacocaine, norcocaine and N-benzoylnormethylecgonine as well as the adulterants lidocaine, procaine, tetracaine, benzocaine, caffeine, acetylsalicylic acid, phenacetin, ibuprofen, levamisole, hydroxyzine and diltiazem are promising candidates to provide additional forensic intelligence. Future research on optimized routine GC-MS methods, signal reproducibility, comparison, statistics and databases is suggested to facilitate this concept. Ultimately, such an approach may significantly advance the amount of information that is extracted from routine casework data, elucidate developments in the cocaine markets in the past and facilitate Police work in the future. Preliminary assessment of existing data from the forensic laboratory of the Amsterdam Police has been included to show that the detection of the identified target impurities is feasible, and that small adjustments to the analysis method could significantly increase the detectability of these analytes in prospective drug screenings. Forensic intelligence based on retrospective data mining of cocaine containing casework samples may thus be realized with minimal additional laboratory efforts by using already available instrumentation, samples and data.

RESUMO

Background: We reported a case of gastric obstruction in a body packer who swallowed a large number of opium packets. Case Report: A 36-year-old man opium addict visited the emergency department with epigastric pain for three days. He swallowed nearly 90 packets of opium for smuggling purposes four days earlier. He self-administered laxatives. In contrast, many times vomiting, he defecated only four packets and vomited one packet. The abdominal X-rays showed some amounts of fluid-air levels and multiple cylindrical opacities with the double-condom sign, corresponding to the distended stomach. Due to the worsening of his abdominal symptoms, he underwent an urgent laparotomy and 84 packets (4-6 cm in size and 8-10 g/ packet of opium) with a total weight of 870 g. They were wrapped in some layers of plastic and tied at the ends. He was discharged in stable condition. Conclusion: A large number of ingested drug packets can induce gastrointestinal obstruction.

Since ancient times, criminal behavior has been one of society's main concerns. In particular, drug trafficking has mobilized state institutions and researchers from different areas of knowledge; however, in Chile, this manifestation of organized crime has been a phenomenon that has been little addressed and with little scientific evidence. Using the R programming language, a descriptive statistical study was conducted aimed at characterizing the current profile of the drug trafficker in Chile, based on the sociocriminogenic factors present in a sample of 28 397 subjects, who were arrested for drug trafficking during the period 2017-2021. The results obtained show the inexistence of a unique profile, however, it was established that it is -mostly- an adult male, of single marital status, averaging 32.5 years of age, without a formal job or trade, with a police record and a criminal career characterized by criminal versatility. The role of foreigners, women and adolescents in drug trafficking was also discussed, since, although their statistical frequency is higher than in other crimes, their participation in the criminal structure continues to be limited to the lowest links in the organization.

The study assessed the prevalence of drug use and drug trafficking among Nigerian returned migrants from Libyan detention centers in the transit or destination along the Mediterranean irregular migration route. This is a descriptive cross sectional study. The study population was restricted to migrants who returned from May 2017 and April 2018. A total of 382 (238 male and 144 female) were contacted and provided information for this study. These participants were recruited using judgemental and snowballing techniques. Both quantitative and qualitative methods of data collection were used. Results showed that 61.3% of the respondents used drugs during their migration. Drug use was predominant among those in the younger age group (26-30) accounting for 24.9%. The study revealed reasons for respondents' drug use which were as a result of migration frustration and trauma, or compulsion. The findings on drug trafficking revealed that 15.7% of the respondents engaged in drug trafficking during their migration, and 28% of the respondents that trafficked drugs had previous experience of arrest or detention by law enforcement agent (in Libya). Findings from this study showed high prevalence of drug use among irregular migrants. Experience of migration frustration and trauma were among the factors that contribute to drug use among the migrant population. The study also discovered that some of the migrants who got into illicit drug trafficking were to raise money for survival while some were compelled into the business. The high prevalence of drug use among irregular migrants from findings draw attention to the important implications for public health and social security, while drug trafficking in existence among migrants calls for need of social reintegration.

RESUMO

Because of availability and low radiation dose level, low dose computed tomography (CT) is now commonly used to identify illicit in corpore drug transportation. This review illustrates the most common CT findings of in corpore drug transportation and describes complications due to in corpore drug transportation, with a special emphasis on low dose CT. Major information such as number of packets, exact location and aspect of packets must be assessed. Radiologist must be aware of the imaging characteristics of "in corpore" illicit drug transportation, and should know situations that may alter drug smugglers management.

RESUMO

Whilst drug trafficking has been a concern for several decades, wildlife trafficking has only fairly recently garnered international attention. Often media coverage of wildlife trafficking links it to the illegal trade of drugs. This article analyses wildlife and drug trafficking connections of various kinds. The purpose is to reveal the overlaps and synergies of wildlife and drug trafficking, providing concrete examples of where these markets co-exist as well as intertwine based on literature and original fieldwork. It explores the question of 'Why in some cases, an illicit market remains focused on a single commodity, whilst in others it accommodates a combination of illicit commodities?' This study identifies different types of wildlife-drugs linkages, including combined contraband, camouflage, multiple trade lines, shared smuggling routes and transportation methods, barter trade, and laundering drug money. The article shows that illicit markets are complex and the examples of activities and transactions that are provided illuminate some of the different dimensions of converging and diverging trades involving wildlife and drugs.

RESUMO

Few researchers have concerned themselves with qualitative gender-comparative studies of women's and men's prison trajectories - particularly appraisals relating to international cross border drug trafficking (ICBDT). Using life history interviews with prisoners incarcerated in three regions of Thailand, we describe, examine and compare the features of women's and men's pathways to prison for ICBDT. Overall, the findings point to both similarities and divergences in experiences by gender. Three pathways to prison emerged for both women and men: (1) 'deviant' lifestyle, (2) economic familial provisioning and (3) inexperience and deception. However, gendered variance was found within these pathways; an additional woman-only trajectory, the romantic susceptibility pathway, was also identified.

RESUMO

BACKGROUND: Human immunodeficiency virus (HIV)/AIDS is one of the principal concerns contributing to the global burden and the accompanying deleterious outcomes could not be left unattended. Despite significant advances and innovative research being conducted throughout the globe in order to improve the therapeutic profile of conventionally available antiretroviral (ARV) drugs in the eradication of HIV virus reservoirs, its penetration across the blood-brain barrier (BBB) is still a formidable mission. This makes the central nervous system a dominant and vulnerable site for virus propagation, which ultimately affects the therapeutic potential of the drug administered. Therefore there is an upsurge in the prerequisite of novel technologies to come into play, paving the way for nanotechnology. METHODS: This review primarily provides a comprehensive outline and emphasizes on the nanotechnological techniques employed for the delivery of ARV drugs and their stupendous advantages in overcoming the hurdles associated with the same. RESULTS: The nanotechnological approach bears the potential of site-specific delivery across the BBB via targeting explicit transport processes and provides a sustained release mechanism. Furthermore, different routes of administration explored have also yielded beneficial outcomes for the delivery of ARV drugs. CONCLUSION: The futuristic holistic nanotechnology methods, however, should focus on increasing drug trafficking and permeability across the BBB to ameliorate the therapeutic effect of ARV drugs.
